If she had done it in the UFC, Megumi Fuji would definitely be higher up this list, but she definitely at least deserves a place on it. The Japanese fighter is one of the most dominant fighters ever, and once held a record of 22-0.
Her toe holds and submission game was notorious. She would fight for Bellator and Shooto with success. Definitely one of the best never to make it to the very top and an icon of the sport.
